How is longevity medicine regulated in Vietnam?
Vietnam has no facility category defined by longevity or anti-ageing medicine. What changed recently is not the category but the practitioner: the licence to practise now runs on a five year cycle, and a national competency examination is being phased in.
- A practice certificate issued before 1 January 2024 converts to a practising licence, which is renewed every five years from the date of conversion.
- National Assembly of Viet Nam, Law on Medical Examination and Treatment No. 15/2023/QH15, replacing Law No. 40/2009/QH12, in force January 1, 2024.
Primary source.
- A national assessment of professional competency, organized by the National Medical Council, applies from 1 January 2027 for doctors, from 1 January 2028 for physician assistants, nurses and midwives, and from 1 January 2029 for medical technicians, clinical nutritionists, out of hospital emergency responders and clinical psychologists. Doctors applying for a licence between 1 January 2024 and 31 December 2026 are not required to sit it.
- National Assembly of Viet Nam, Law on Medical Examination and Treatment No. 15/2023/QH15, applies from January 1, 2027.
Primary source.
- The permitted organizational forms of a medical examination and treatment facility are set by decree, which added forms including the medical doctor's clinic, the physician assistant clinic, the multi specialty clinic and the family medicine facility. Facilities are separately graded into three technical levels, initial, basic and specialized, which the Law itself establishes and the decree carries the grading criteria for.
- Government of Viet Nam, Decree No. 96/2023/ND-CP of 30 December 2023, detailing the Law on Medical Examination and Treatment, in force January 1, 2024.
Primary source.
Medium to high confidence, checked on 2026-08-10, and the evidence is uneven across the three facts. The first two are the stronger. The conversion of a practice certificate and the five year renewal cycle were read from article 121 of the Law in the Government portal's full text, and the examination schedule and the exemption for doctors licensed before 2027 from articles 120 and 121 of that same text, with the Ministry's implementation guidance carrying the same phasing independently. The third is the weakest. Its facility forms were read from the Ministry's summary of the decree rather than from the decree text, and that summary gives the forms as examples rather than as a closed list. The three technical levels named in the same fact are set by article 104 of the Law and were read there, not in the Ministry's summary, which describes the decree's grading criteria without naming the levels.
The list of organizational forms was read from the Ministry of Health's own summary of the decree, not from the text of Decree 96/2023/ND-CP, so the completeness of the list is not independently confirmed. Advertising rules for health services in Viet Nam, and the regulation of cell and stem cell therapy, were not checked. Nothing here describes the licence status of any operator the Atlas records, or of any individual practitioner.
