How is longevity medicine regulated across Africa?
Africa is the one region outside Europe building a regulator above the national level, and it regulates medical products rather than clinics. A treaty in force since 2021 establishes the African Medicines Agency to harmonize the regulation of medical products across the African Union, and its headquarters is in Kigali. It binds only the states that have ratified it, which is not yet all of them, and nothing in it licenses a clinic.
- The African Medicines Agency is established by treaty to enhance the capacity of states parties and recognized regional economic communities to regulate medical products, in order to improve access to quality, safe and efficacious medical products on the continent. It builds on the African Medicines Regulatory Harmonization initiative and coordinates the work of national medicines regulatory authorities rather than replacing them. Its subject is the product, not the facility.
- The treaty binds only the states that have ratified it. It entered into force thirty days after the fifteenth ratification, and the Agency's own tracker put the number of African Union member states that have ratified at thirty-two, out of fifty-five. The continental regime is therefore not yet continental in practice.
- Rwanda signed the headquarters host country agreement, and the Agency is seated in Kigali.
